The Birmingham referred to is England's second city, but it seems the problem is not confined to one city or even one country.
What is it about local government that either attracts, or turns people into, such unhelpful public servants? It's a sweeping generalisation, admittedly, but my experience is that in central government - the Civil Service - folk like this are either weeded out or transferred to positions where contact with the public doesn't occur.
